Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.
Recommendation: It is recommended that the scheme shown on drawing EATS(N)383/4/0 is approved at an estimated cost of 42,200.
1. Summary
The report seeks approval for a scheme to construct a Toucan signal controlled crossing on A3125 Sticklepath Hill, Barnstaple. This crossing is the first phase of the Town Centre to Roundswell/Bickington cycle route.
2. Background/Introduction
A key element of the County Council's transport policies is the development of cycle links to encourage alternative modes of travel for work/education and to encourage leisure trips. This is in line with Local Transport Plan objectives and supports sustainable travel.
A network of cycle routes is being developed around Barnstaple connecting key locations. Cycle links from this residential area to Sticklepath Hill and to Bickington/Roundswell Industrial estate are important additions to the cycle network encouraging alternatives to the private car by connecting commuter origins and destinations with safe routes.
An on-road route has been determined and this is shown in outline Appendix I (Drawing No EATS(N)383-01-00).
3. Proposal
The cycle route is being developed in phases. The first part of the scheme is to provide a Toucan crossing on A3125 Sticklepath Hill.
The proposal is shown in detail in Appendix II (Drawing No). EATS(N)383/4/0).
The Toucan crossing allows cyclists and pedestrians to safely cross Sticklepath Hill. This will allow a link between Old Sticklepath Hill and Cleave Road. The footpath/cycleway link between this crossing and Cleave Road will be developed as a second phase to this overall scheme.
4. Financial Considerations
The estimated cost of this scheme is 42,200 to be funded from the Barnstaple and Bideford Area Local Transport Plan Programme 2009/10.
6. Sustainability Considerations
The scheme will encourage walking and cycling as an alternative to other less sustainable modes.
7. Carbon Impact Considerations
As the scheme will encourage walking and cycling the scheme will have a positive carbon impact.
8. Equality Considerations
The Toucan crossing will be fully accessible to all.
9. Legal Considerations
The lawful implications of the proposal have been considered and taken into account in the preparation of this report.
